The Fintech Boom Has Mostly Skipped the Farmer With a Basic Phone
Most fintech coverage — including a lot of what we write about — assumes a smartphone, a data plan, and enough comfort with apps to navigate a QR code or a mobile banking menu. That assumption leaves out a huge share of Nepal's population, especially in agriculture, which still employs more than 60% of the country's workforce. Even with strong smartphone growth nationally, ordinary feature phones remain just as widely used, and dual ownership of both device types is common — meaning a large number of farmers either don't own a smartphone at all, or rely on a basic phone as their primary or only device for daily use, especially while out in the field.
Voice-assisted and USSD-based fintech exist specifically to reach this group — no app download, no internet connection, no smartphone required. Here's how these two technologies actually work, what's already running in Nepal, and where the real gaps still are.
How USSD-Based Fintech Works for Farmers
USSD (Unstructured Supplementary Service Data) is the technology behind the short codes you dial starting with an asterisk and ending with a hash, like *555#. Dialing the code opens a simple text menu directly on the phone screen — no internet connection required, since USSD runs over the same signaling channel used for calls, not mobile data. A farmer can check an account balance, transfer a small amount, or pay a bill entirely through number-key selections, on a phone that costs a fraction of a smartphone.
In Nepal, USSD-based payments currently operate under a defined scope set by Nepal Rastra Bank: transactions are capped at Rs 5,000 per transaction and Rs 10,000 per day, keeping the channel appropriately sized for small, everyday transactions rather than large transfers. USSD also has a practical security advantage worth noting — unlike SMS or many apps, it doesn't store transaction data on the phone itself, and each session is short-lived and handset-agnostic, meaning it works the same way regardless of which basic phone model a farmer owns.
The tradeoff is limited screen space — a USSD menu typically allows only around 182 characters per page — so the experience is necessarily simple: short menus, numbered choices, no visuals. For basic transactions like receiving payment for produce or checking a balance, that simplicity is exactly the point.
How Voice-Assisted (IVR) Services Go a Step Further
Interactive Voice Response (IVR) takes accessibility even further than USSD, since it doesn't require the user to read text at all — a genuine advantage for farmers with limited literacy. A caller dials a toll-free or standard number, listens to a recorded voice menu in their own language, and responds using keypad presses, all without needing to see or understand written menus.
Nepal already has real examples of this in action, mostly built around agricultural information rather than payments directly. Nepal Telecom partnered with the organization Viamo to launch "321," a toll-free IVR and SMS information service offering localized audio content on weather, farming best practices for crops like rice, maize, and lentils, financial education, and health guidance. Separately, a pilot called Suchanako Sansaar ("World of Information"), developed by CIMMYT with Viamo in Surkhet district, used IVR specifically to connect horticulture farmers directly with buyers — farmers called a toll-free number, registered their crop, quantity, and price by voice-guided keypad selection, and the system matched them with buyers via SMS, removing a layer of middlemen from the transaction and improving their bargaining position.
While full voice-based payments (letting a farmer actually move money by speaking into a call, similar to systems piloted elsewhere in the region) are less developed in Nepal so far, the market-linkage and financial-education use cases already show the model works at meaningful scale within the country.
Why This Matters Specifically for Farmers
- No dependency on rural connectivity: USSD and voice calls work on basic 2G coverage, which reaches far more of rural Nepal than reliable mobile broadband does.
- Lower cost of entry: A basic phone costs a fraction of a smartphone, removing the single biggest barrier to participation for lower-income farming households.
- Literacy-friendly access: Voice-based menus remove the need to read, opening financial and market information to farmers who may not be comfortable navigating text-heavy apps.
- Direct market access: As the Suchanako Sansaar pilot demonstrated, matching farmers with buyers directly through a phone call can meaningfully shift bargaining power away from middlemen.
- A channel for government payments: With millions of Nepalis eligible for social security allowances, USSD and voice channels offer a realistic path to reach recipients who may never adopt a banking app, without requiring a branch visit.
Where the Gaps Still Are
These channels aren't a complete substitute for app-based fintech, and a few real limitations remain. USSD sessions are short and can time out mid-transaction, which is frustrating for a user unfamiliar with the flow. The strict character limit means complex transactions or detailed information simply can't be delivered the way an app screen can. Awareness is also a genuine barrier — as broadband and smartphone use have grown nationally, USSD, SMS, and IVR channels have gradually lost visibility even though they remain the more realistic entry point for a large share of rural users.
There's also a service-availability gap: USSD-based payments depend entirely on a farmer's bank or telecom provider actually offering the service, and coverage isn't universal across every institution yet. NRB has been actively studying this space — including a dedicated report on USSD-based payments and proposed regulatory guidelines — suggesting the framework is still maturing rather than fully settled.
The Bottom Line
Nepal's fintech story usually gets told through the lens of QR codes, wallet apps, and smartphone adoption curves — and that story is real and important. But for a meaningful share of the country's farmers, the more immediately useful innovation isn't a better app; it's a system that works on the phone already in their pocket. USSD and voice-based services prove that meaningful digital financial inclusion doesn't require waiting for every farmer to own a smartphone — it requires building for the phone they already have.
As NRB continues refining USSD regulation and more organizations experiment with IVR-based market and financial services, the opportunity is clear: extend the reach of digital finance not by asking rural Nepal to upgrade its hardware, but by meeting people exactly where they already are.
