Blockchain Land Registry in Nepal: Can It End Property Fraud?
Land is the single most disputed asset in Nepal. A study by the Samriddhi Foundation found roughly 385,978 land dispute cases filed over just a three-year period, and property matters routinely take years to resolve in Nepal's already backlogged courts. Behind every one of those cases sits the same root problem: a paper-based registration system that is difficult to verify, easy to alter, and vulnerable to loss during disasters, conflict, or simple administrative error.
Blockchain has been proposed as a fix for exactly this kind of problem, and Nepal has already begun laying groundwork — through digitalisation projects, biometric integration, and policy discussion — that could eventually support a blockchain-based land registry. This article explains how such a system would work, what Nepal has actually done so far, and where the real obstacles lie.
Why Land Records Are Nepal's Biggest Legal Headache
Property transfer in Nepal is governed by the Civil Code, 2074 (2017) and the Land Act, 2021, with the Land Revenue Office — commonly known as Malpot — holding legal authority over registration. Without proper registration through this office, ownership is not considered legally valid. In practice, this paper-heavy process leaves enormous room for disputes: duplicate registrations, unclear boundaries, inheritance conflicts, and outright fraud through altered or forged documents.
The scale of the problem is not anecdotal. The Samriddhi Foundation's 2017 study identified hundreds of thousands of land dispute cases within just a three-year window, and property-related cases remain among the slowest-moving in Nepal's court system, sometimes taking years to resolve. Every year that backlog grows, it locks up capital, delays development, and leaves ordinary landowners uncertain about their own legal standing.
How Blockchain Would Actually Help
A blockchain land registry does not need to replace the Land Revenue Office's legal authority — it simply changes how records are stored and verified underneath it. Instead of a single paper file that one administrator can alter, ownership data would be recorded on a shared ledger held across multiple systems. Any change to a record — a sale, a transfer, an inheritance update — would need to be added as a new, timestamped entry, and all older entries would remain permanently visible and unchangeable.
This directly addresses two of Nepal's worst-documented land problems. First, immutability means a record cannot be quietly altered after the fact, cutting off one of the most common avenues for property fraud. Second, because history remains fully visible, courts handling disputes could trace a property's complete ownership chain far faster than digging through paper archives — potentially cutting resolution time dramatically for a case backlog that currently takes years to work through.
A Real Concern: Disasters and Lost Records
Nepal's own history illustrates why this matters beyond convenience. During the Nepalese civil conflict, government offices and records in conflict-affected areas were destroyed alongside other infrastructure, complicating post-conflict resource restoration for years afterward. A comparable pattern played out after Haiti's 2010 earthquake, where landownership in large areas could not be reliably identified, stalling recovery efforts and leaving aid vulnerable to misdirection. A blockchain-based system, distributed across multiple locations rather than stored in one physical office, would not prevent a disaster — but it would prevent that disaster from also destroying the legal proof of who owns what.
What Nepal Has Actually Done So Far
Nepal's land administration modernisation has moved in stages, and much of the groundwork already underway would make a future blockchain layer far easier to build. The Ministry of Land Management, Cooperatives and Poverty Alleviation requested support from the World Bank to digitalise and decentralise Nepal's land administration system and to build an integrated land and property valuation platform. This project, backed by a grant from the Korea–World Bank Partnership Facility, was formally launched in November 2024 and concluded in October 2025, focused on assessing Nepal's land administration services and producing prioritised, time-based recommendations for further reform.
Separately, Nepal has integrated biometric verification — using unique Citizen ID numbers linked to biometric devices — into land registration and tax collection processes, adding a stronger identity layer to prevent impersonation and fraudulent transfers. Nepal's cadastral and land registry records are already relatively comprehensive and available in digital format compared to many peer countries, which gives any future blockchain pilot a stronger data foundation to build on than starting from purely paper archives.
Lessons From Other Countries
Nepal would not be charting entirely new territory. Sweden's land registry authority, Lantmรคteriet, ran a multi-phase blockchain pilot for property transactions that demonstrated meaningful savings by cutting paperwork and speeding up processing. The Republic of Georgia partnered with technology providers to register land titles on a blockchain, successfully anchoring millions of titles and giving citizens cryptographic proof of ownership. India's Andhra Pradesh state has also pursued blockchain-based land registries specifically to reduce land grabbing and improve administrative efficiency. These examples show the model moving from pilot projects into functioning government infrastructure — a trajectory Nepal's own digitalisation efforts appear to be following, just several steps behind.
Why This Isn't Simple to Implement
A blockchain layer only strengthens a land registry if the data entering it is accurate in the first place — it cannot fix disputes rooted in ambiguous historical claims, unclear boundaries, or genuinely competing legal ownership, since blockchain guarantees that a record hasn't been altered, not that the original record was correct. Nepal would also need clear legal recognition for blockchain-anchored records to carry the same authority as the current registration process, along with sustained investment in digitising the remaining paper archives before they can be meaningfully anchored to any ledger at all.
Coordination is another hurdle. Land administration in Nepal spans federal, provincial, and local government layers, and a blockchain system would need consistent participation and technical capacity across all of them to be genuinely tamper-resistant — a single unmonitored access point undermines the entire premise of a distributed, verifiable ledger.
The Road Ahead
Nepal is not yet operating a nationwide blockchain land registry, but the pieces — digitised cadastral records, biometric identity verification, and a World Bank-backed modernisation roadmap — are already being assembled. If these efforts converge with clear legal backing for blockchain-anchored records, Nepal would be positioned to tackle one of its most persistent sources of legal conflict: not by rewriting land law, but by making the record of who owns what far harder to fake, lose, or quietly change.
